Last month Tweaker asked this question to all our newsletter subscribers and we asked them to vote on a set of proposed mobile rights.

More than 500 people have voted on the proposed rights and here are the results:

Elephant Talk Communications Signs Agreement With CLUB MOBIEL

Comarch Introduces a New Product to Its Offer for Telecom Operators ‘ Comarch Bill Shock Prevention

Krakow, Poland –(PR.com)– ‘Bill shock’ is a term describing a situation, in which a subscriber receives a bill significantly higher than usual, typically as a result of using data services when roaming. Mobile users are often not aware of the fact that some applications connect to the Internet automatically upon launching. Furthermore, even if they know that they are using the Internet abroad, the subscriber is often oblivious to the exact charges that apply to certain forms of web activity. This is also a novel and substantial problem for operators, as such situations often lead to user complaints. And although the applied charges are in accordance with the service agreement, subscribers may become distressed, so much so that they decide to switch their mobile operator.

Comarch Bill Shock Prevention is designed to enable mobile operators and MVNOs to prevent the ‘bill shocks’ from occurring. The solution has been designed using Regulation (EC) No 544/2009 of The European Parliament and of the Council of 18th of June, 2009, which regulates, among others, how telecommunication operators should allow users to control their roaming bills.

- “We felt it was important to enhance our telecom portfolio with a solution that would control voice, data and SMS services in real-time, and work for both local and roaming services. This is how we came up with Comarch Bill Shock Prevention” – explains Krzysztof Kwiatkowski, BSS Product Manager, Comarch SA.

The solution enables the operator to set service usage limits, and whole end users can specify whether the limit is expressed in megabytes, minutes or with a monetary value. When 80% of the usage limit is reached, they are informed of this and must confirm that they accept the continuation of the service and charging. In the case of a lack of confirmation received from the user, the service is automatically disconnected and blocked. Depending on the service and business model, the methods for interaction with the end user include SMS and email. Read more…

Thai Law, may prevent MVNO’s

NTC Commissioner Sudharm Yoonaidharm said during a panel discussion at the commission’s annual conference that the new law will prevent telecommunications companies from becoming mobile virtual network operators, or MVNOs.

“The law has stated that such deals could not be executed,” he said.

Mobile virtual network operators don’t own their spectrum and instead have business arrangements with traditional mobile operators to buy minutes of use for sale to their own customers.

In Thailand, all the major private telecommunications operators have expressed interest in pursuing MVNO deals that use spectrum held by state-owned TOT PCL after the court’s decision on the third-generation wireless spectrum auction.

New Regulations in Brazil May Help Open South American Mobile Communications Markets to Elephant Talk

GVT wants to enter the Brazilian Mobile market as an authorised MVNO Company

GVT‘s French group, Vivendi is exploring the Brazilian Mobile market, specifically as a mobile virtual network operator (MVNO).

“We gain knowledge with MVNOs and are evolve to 4G,” said vice president of marketing at GVT, Alcides Troller Pinto, who participated in the Friday MVNO Conference in Brazil, which was held in São Paulo. During the event, the executive said that they are negotiating with several providers.

“This issue was not on the agenda, they were involved with 3G services, competition, mergers and now the Christmas sale,” said Troller. Now that the National Telecommunications Agency (Anatel) has regulated the MVNO service, the executive hopes to strike a deal with this standard.

He justifies this move, because GVT calculates that the average revenue per user (ARPU) should be/is 130 reais, compared with current sales of 7-8 mobile phone[contract or PAY-Go] & fixed line services, which is sold through its retail front, in partnership with operators, and therefore it would be more profitable for the firm to evolve into a MVNO Provider.

Business Model
By regulation, and company wishing to enter into this sector, must apply to Anatel for authorisation and accredited. The 1st model, is that the company buys a Bulk Package of minutes and resells it to its base. This should be the option for banks and retail chains. The 2nd model, allows the MVNO Company to establish its prices for services and conduct appropriate marketing campaigns.

“The model that interests GVT, is we do not want to be dealer. We want to offer flexibility for packaging, pricing, and marketing to create value for the service, “Troller said.

As an MVNO, GVT will be able to serve its customers when they are in the fixed network or in transit, using mobile infrastructure companies; Vivo, Claro, Hi, TIM and Nextel. The plan is to establish a multi Roaming Agreement with the providers, and the service will always be provided by GVT, independent of the network that is using.

Although interested in acting as a MVNO, Troller also stated that this program is not the highest priority for GVT in 2011. Next year, the company’s main targets are; geographic expansion with entry into Sao Paulo and Rio de Janeiro; as well as to grow their market share and launch the TV subscription service.

GVT has stated that they will enter the pay TV segment with a differentiated service offering and offer broadband service. “Our service will have a lot of inter-activity, something which is not possible today,” added Troller.

MVNO Regulation Ready for Execution :: News | Mobile-Phone.pk

MVNO regulation is almost ready, as PTA has brought forward the regulation draft and has asked the industry for input.

As per draft, application for MVNO will go though MNO Mobile Network Operator containing details of the Commercial Agreement between the MNO and proposed MVNO.

These details will include:

Quality of service;

  • Number Portability support by MVNO;
  • Roaming arrangements;
  • Revenue Sharing arrangements;
  • Customer care arrangements;
  • and Dispute resolution mechanism.

Upon satisfactory evaluation of the Commercial Agreement, the Authority shall approve the agreement and will issue MVNO license within 20 working days.

MVNO license will be valid for an initial period of ten years.MVNO license fee is set at USD 5 million, which is quite high as per investors and media reports.

It merits mentioning here that according Mobile Cellular Policy, PTA was due to prepare a detailed guideline and procedures for MVNO before January 28, 2006.Complete draft for MVNO Regulations can be downloaded here.

Inea, launches Mobile Broadband

Inea S.A. Poland, is the largest regional telecommunications operator in the region of Wielkopolska (Greater Poland) which so far has delivered digital television, Internet access and fixed services.
The company has now extended its services by a fourth service, Mobile WiMAX Data Services.

The Subscription to the service will cost 9,90 zł and a the modem will cost from 1 zł.  This has enabled INEA to expand on its current portfolio of services for its Internet subscribers; presently connecting via landline, and WiMAX.

This is the second mobile telephony/ mobile service from INEA.
INEA subscription price represents an attractive new service from 9,90 zł for 200 MB of data included in the subscription (Starter Package), and only 29.90 zł for 2 gigabytes of data in the subscription (Standard package) or up to 59.90 zł for 6 GB Data subscription (“Premium”). The contract is for 24 months with no activation fee.
An ICON 505 USB modem is included in the subscription (extra charge of 1 zł) which can connect to the Internet from almost anywhere in Poland.

    Klarmobil.de cuts call, text price for five data tariffs

    German discount MVNO Klarmobil.de cut the cost of calls and texts for new customers of its five data tariffs. New customers selecting the Handysurf Tarif, Handysurf Paket 50, Internet Flat 500, Internet Flat 5000 and Flat Komplett 3G tariffs will enjoy a special rate of €0.09 per minute or text, down from €0.19. Klarmobil said the move was in response to the smartphone boom as it looks to tailor tariffs to the needs of its customers.

    German tabloid Express has launched a promotion for its discount MVNO Expressmobil, offering 1,000 free call minutes to German fixed networks to customers using mobile number portability (MNP), reports inside-handy.de. The promotion offers 100 minutes when the Sim card is activated and 100 minutes per month extra until the 1,000 mark is reached. Expressmobil is prepaid service and offers a minute/SMS for calls to German mobile networks and messaging within Germany. Calls to German fixed networks cost € 0.05 per minute and calling one’s own voicemail is free. The MVNO offers a flatrate called Expressmobil-Flatrate for € 12.99 per month including unlimited on-net calls and calls to German fixed networks during 30 days. Its starter package is available for € 7.99 including € 5 call credit via the website or all participating Express points of sale.

    Simply, Hellomobil launch mobile internet flat promotion

    German mobile service provider Drillisch’s discount brands Simply and Hellommobil have launched a promotion for their mobile internet flatrate Handysurf Flatrate 200. Customers ordering the flatrate between 16 December of this year and 4 January 2011 can use the flatrate for three months paying for only one month. The monthly fee is € 7.95 (instead of the usual € 12.95) offering 200 MB at HSPA speeds after which the speeds are downgraded to GPRS levels until a new month begins. Both brands also offer additional free call credit for customers purchasing the starter packages for simply clever or hellomobil, both costing € 9.95.     Plus One Russia

    According to Reports at OSP, a new company has been established for the creation and development of MVNO solutions, the company “Plus One” /”Плюс Один” announced its intentions and launched the company to begin working on the Russian market. The Company has all necessary infrastructure (licenses (MVNE), financial and technical resources). The project is funded by a group of private investors. Director-General was Dmitry Shane, formerly of the MTS.

    “Plus One” plans to launch a number of MVNO-oriented projects in the community, and for whatever reason do not fit into a mass promotion criteria & technology services that will apply for the largest cellular operator. In the next two months in the Moscow region, Plus One will work with two such operators.”Plus One” portfolio already includes several projects, four of which are scheduled to be commercially operation before the end of 2011. The number of such projects will grow in the future. Virtual Operators by “Plus One”, will use a common technical infrastructure. The company expects that the scope of a niche target audience will be up to 45%

    Disitimo has released its November Report.

    This report covers the Apple App Store for iPad, the Apple App Store for iPhone, BlackBerry App World, Google Android Market, Nokia Ovi Store, Palm App Catalog and Windows Marketplace for Mobile (Windows Mobile 6.x) during October 2010 in the United States. Data on Windows Phone 7 Marketplace was collected during the timeframe November 1 – 22 2010 in the United States. The major findings are:

    • Games are significantly more popular in Windows Phone 7 Marketplace than they are on Windows Marketplace for Mobile (6.x). This mirrors the way that Microsoft positions Windows Phone 7 as a more consumer-oriented platform.
    • The price of applications in Windows Phone 7 Marketplace closely mirrors the prices in other application stores, as opposed to applications in the Windows Marketplace for Mobile (6.x), which are significantly more expensive.
    • The prices of the most popular applications in Windows Phone 7 Marketplace are even more in line with the other stores: 57% of the 100 most popular applications are priced below $2.00. For the other stores, this is between 51% and 67%, except for Windows Marketplace for Mobile where only 37% of the 100 most popular applications is priced below $2.00.
    • The Windows Phone 7 Marketplace launched on October 21, 2010, and has grown to 2,674 applications as of November 22, 2010. In comparison,Windows Marketplace for Mobile has gathered only 1,350 applications to date since the store launched over a year ago.
    • All ten of the most popular paid applications in Windows Phone 7 Marketplace are games, with prices ranging from $2.99 – $6.99.There are only two games among the ten most popular free applications in this store.
    • Mirroring the Windows Marketplace for Mobile, a large portion of the ten most popular applications in Windows Phone 7 Marketplace is published by Microsoft (six applications). In the Apple App Store for iPad and BlackBerry App World, four out of the ten most popular applications are published by Apple Inc. and Research In Motion Limited, respectively.

    Tru Rates Now Available in Australia

    Dutch MVNO, Qick to Cease Service in Feb, 2011

    Dutch MVNO, Qick prepaid will cease its service and has informed their customers of the termination of the service.

    According to Qick’s website, it states that customers can easily switch/port to Simyo Via KPN and that switching & porting will be possible until February 22, 2011.

    Ending the service has a number of consequences. As of January 1 it will no longer be possible to upgrade. Qick offers the possibility of temporary credit on the SIM and support up and until the 22nd of February.

    Large Brazilian Companies interested in MVNO Model.

    On Friday, the 17th of December, 2010 an event has been scheduled for Potential MVNO Companies in Brazil with companies such as  Pão de Açúcar, Ipiranga, Carrefour, Porto Seguro, Bradesco and the Correios (Post Office) all agreeing to meet to discuss and challenges and the oppurtunities that the Brazilian MVNO model will provide.

    “This meeting will provide information to an audience eager to know in detail the advantages of a market, which has been estimated to be several billion dollars,” said the chairman of the WWI Group, Marco Versiani.

    Raul Aguirre, president of the Brazilian arm of the consulting firm, AT Kearney and Emilia Ribeiro, advisor to the Anatel, will speak, respectively, of the opportunities for the new model to boost sales and retain clients and guidance to act domestically. Baião Nuno dos Santos of Fowardit, and Enrico Ottolini, of Elephant Talk Communications, an MVNE Provider will present the experience in Portugal, Spain and Holland.

    The event will also be attended by Arthur Barrionuevo, a former adviser to Cade, an expert on regulation and professor at FGV, and Luciano Costa, a lawyer specialized in telecommunications regulation.

    The seminar is an initiative of Dialogia and besides WWI Group, has the institutional support of the Brazilian Regulator; Anatel.

    No MVNO deals with networks as deadline reached :: Globes

    The Communications Ministry is today meeting to discuss measures to take if there is no deal between the MVNOs and the mobile carriers.

    Tomorrow is the deadline for companies that received a mobile virtual network operator MVNO license to conclude negotiations with the mobile carriers to lease their networks in order to enter the market.

    Six months ago, New Hamashbir Lazarchan Ltd. subsidiary 365 Telecom Ltd. received its MVNO license, and in theory, if it does not notify the Ministry of Communications by tomorrow that it has not reached an agreement with any mobile carrier, the ministry can open an inquiry why this happened and intervene and set use prices. 365 Telecom will apparently make no such announcement tomorrow, because it is in talks with the mobile carriers and it will tell the ministry that the talks are making progress.

    The Ministry of Communications is presumably in no hurry to intervene tomorrow, but will want to hear from the MVNOs that the talks are successful, rendering no need for intervention.The Ministry of Communications is today meeting to discuss measures to take if there is no deal between the MVNOs and the mobile carriers. One problem raised is that 365 Telecom has not paid its license fee and is therefore in breach of its license. In practice, tomorrows deadline is irrelevant since it was set for six months from the date the first MVNO license was issued to 365 Telecom.

    Mobile operators should capitalise on the MVNO market as an independent revenue stream, to avoid the potential risks / pitfalls associated with regulator-imposed solutions.

    The wholesale market for mobile services in the UK is changing: Vodafone UK has recently completed a high-profile roadshow to evangelise about its capabilities in signing on and supporting MVNO businesses. This appears to be the strongest sign yet of a marked shift in emphasis in the UK wholesale market.

    Vodafone has much to boast about in this area: it offers its MVNO partners a dedicated management team and flexible technical and commercial approach, but also a dedicated development roadmap based on a separate capex allocation, providing significant flexibility and independence. It is currently host to Lebara Mobile, ASDA Mobile, Talk Mobile, TomTom, BT Mobile, TALK TALK, Truphone and Amazon, in addition to two mobile network aggregators (MVNAs), Cognatel and Teleena, which are able to sign new (smaller) MVNO businesses onto the Vodafone network in their own right. This ethos of a ‘partnership approach’ to help make MVNO partners successful is also proof of Vodafone’s commitment to its aim of capitalising on rising wholesale revenues at the expense of network competitors.

    The impact of this strategy is being felt across the market, as Vodafone leads a movement towards much more proactive wholesale competition across the UK mobile market as a whole. This is highlighted by the proliferation of wholesale divisions with separate P&Ls operating independently from their retail counterparts (e.g. 3 UK), and the fact that all four UK operators were present at November’s MVNO Networking Congress in Barcelona.
